REGULAR MEETING

ASHLAND CITY COUNCIL

 

APRIL 21, 2008

 

 

     The Ashland City Council met for a regular meeting on April 21, 2008 at 5:00 P.M. in the Ashland City Hall Auditorium with Mayor Terry Turner presiding. Council Members present were Zeola D. Echols, Bobbie J. Steed, Gail E. Thompson, Rebecca G. Boddie and Mike Beale. Also present was City Clerk Charles E. Foster, Asst. City Clerk Donna J. Bennett, Police Chief Benny Davis, Fire Chief Joel McMath, Code Enforcement Officer Terry Raughton, Maintenance Supervisor Randy Hanners, Lester Robinson, Billy Ballard, Leland Steed and Abby Pruet of the Clay Times-Journal.

 

     Librarian Tina Nolen was absent.

    

     Mayor Turner called the meeting to order and gave the invocation.

 

     Council Member Thompson moved to approve the agenda with the following additions. Under New Business add Item No. 3 - Roofing of City Hall, Item No. 4 - Fence at skate park, Item No. 5 - Grants for Police Department, Item No. 6 - Purchase of mower for Maintenance Department, Item No. 7 - Donation to Vision 13 Leadership and Item No. 8 - Dispatching of fire calls.  This motion was seconded by Council Member Boddie and all votes were unanimous.

 

     Council Member Boddie moved to approve the minutes of the previous planning meeting.  Seconded by Council Member Steed and all votes were unanimous.

 

     Council Member Steed moved to approve the minutes of the previous meeting. The motion was seconded by Council Member Beale and all votes were unanimous.

 

     Under informational items, Richard Britt, who had asked to be placed on the agenda, did not show.

 

     Under committee reports, Council Members Echols, Steed and Thompson did not report.

 

     Council Member Boddie asked that interviews be scheduled for May 5, 2008 beginning at 3:30 P.M. for the Maintenance Laborer position.

 

     Council Member Boddie and Council Member Beale both expressed their appreciation to the Fire Department for their quick response time(s) to the recent fires.

 

     City Clerk Charles Foster, Police Chief Benny Davis, Fire Chief Joel McMath and Maintenance Supervisor Hanners did not report.

 

     Code Enforcement Officer reported that the lighting was almost completed at Northside Park for the walking trail.

     Under New Business, Council Member Boddie moved to approve the bills received since the last meeting in the amount of $6698.07.  Council Member Beale seconded the motion and all votes were unanimous.

 

     After the opening of bids for an ISG K 1000 Elite Thermal Imaging Camera 320 X 240, Council Member Thompson made a motion approving the acceptance of the lowest bid from NAFECO in the amount of $8995.00 for the camera and $159.00 for a pistol grip handle for a total of $9154.00 and a delivery date of sixty (60) days.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     Council Member Thompson made a motion to table Item No. 3 concerning the roofing of City Hall until the next meeting.  This motion was seconded by Council Member Beale and all votes were unanimous.

 

     Council Member Thompson made a motion for Code Enforcement Officer Raughton to get prices for an eight (8) foot fence with a rail at the top and a rail at the bottom and on gate to be installed around the skate park at Northside.  This motion was seconded by Council Member Boddie and all votes were unanimous.

 

     Council Member Beale made a motion to purchase equipment needed for the repeater system at the Police Department from McCord Communication with an estimate of $6506.00 which also includes reprogramming and reinstalling old radios. This purchase will be reimbursed through a grant of the Clay County EMA.  Council Member Boddie seconded this motion and all votes were unanimous.

 

     Council Member Beale made a motion allowing the Police Department to purchase mounts for laptops (received through an ADECA Grant) to be placed in vehicles at a cost of approximately $300.00 per vehicle.  This motion was seconded by Council Member Boddie and all votes were unanimous.

 

     Council Member Boddie made a motion for the purchase of a Z465 lawn mower from Snead Tractor in the amount of $5849.92 less the amount of $1200-$1800 for a trade-in.  This motion was seconded by Council Members Beale and Echols and all votes were unanimous.

 

     Council Member Thompson made a motion to support the Vision 13 Leadership Plenty, sponsored by Senator Kin Benefield, by donating $100.00.  This motion was seconded by Council Member Boddie and all votes were unanimous.  It was asked that a thank you letter be sent to Senator Benefield for her sponsorship.

 

     Under item number 8, there was no motion, second or table.

     There being no further business, Council Member Echols moved to adjourn.  Motion was seconded by Council Member Beale and all votes were unanimous.
