REGULAR MEETING

ASHLAND CITY COUNCIL

 

APRIL 7, 2008

 

 

     The Ashland City Council met for a regular meeting on April 7, 2008 at 5:00 P.M. in the Ashland City Hall Auditorium with Mayor Terry Turner presiding. Council Members present were Zeola D. Echols, Bobbie J. Steed,  Rebecca G. Boddie and Mike Beale. Also present was City Clerk Charles E. Foster, Asst. City Clerk Donna J. Bennett, Police Chief Benny Davis, Code Enforcement Officer Terry Raughton, Maintenance Supervisor Randy Hanners, Cathy Gerachis and Jane Ross of Goodwyn, Mills & Cawood, Inc., Kay Robertson, Director of the Clay County DHR, Leland Steed and Abby Pruet of the Clay Times-Journal.

 

     Council Member Gail E. Thompson, Fire Chief Joel McMath and Librarian Tina Nolen were absent.

    

     Mayor Turner called the meeting to order and Council Member Beale gave the invocation.

 

     Council Member Boddie moved to approve the agenda with no additions or deletions.  This motion was seconded by Council Member Beale and all votes were unanimous.

 

     Council Member Echols moved to approve the minutes of the previous planning meeting.  Seconded by Council Member Boddie and all votes were unanimous.

 

     Council Member Boddie moved to approve the minutes of the previous meeting. The motion was seconded by Council Member Steed and all votes were unanimous.

 

     Under informational items, Cathy Gerachis of Goodwyn, Mills & Cawood, Inc. gave a presentation on the proposed Downtown Streetscape project and discussed the different grants that have been applied for and that which may be available.  Ms. Gerachis distributed drafts of the project.

 

     Item No. 2 under informational items was deleted per Mr. Parson’s request.

 

     Kay Robertson, Director of the Clay County DHR came before the Mayor and Council requesting the City of Ashland proclaim the month of April 2008 as Child Abuse Prevention Month in the City of Ashland.   Council Member Boddie made a motion to proclaim the month of April 2008 as Child Abuse Prevention Month in the City of Ashland.  Council Member Echols seconded the motion and all votes were unanimous.

 

     Under committee reports, Council Members Echols, Steed, Boddie and Beale did not report.  City Clerk Foster and Code Enforcement Officer Raughton did not report.

     Police Chief Davis reported that Johnny Hamlin had graduated from the Police Academy and was back at work on his regular shift.  He went on to report that Joseph Stanford was enrolled and would begin the academy on May 4, 2008.

 

     Maintenance Supervisor Hanners asked permission for local students be allowed to pick up trash in the city limits of Ashland.  Permission was granted and it was decided that the City would furnish the garbage bags and someone to assist with traffic and to remove the bags of trash after collection.

    

     Supervisor Hanners also reported that Chuck Freeman and the baseball league appreciated the recent purchases of Jox Box.

 

     Under new business, Council Member Beale moved to approve the bills received since the last meeting in the amount of $71354.22.  Council Member Echols seconded the motion and all votes were unanimous.

 

     Council member Beale moved to accept the resignation of Don Fulbright from the Ashland Industrial Development Authority.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     There being no further business, Council Member Beale moved to adjourn.  Motion was seconded by Council Member Boddie and all votes were unanimous.
