REGULAR MEETING
ASHLAND CITY COUNCIL
DECEMBER 5, 2005
The Ashland City Council met for a regular meeting on December 5, 2005 at 5:00 P.M. in the Ashland City Hall Auditorium with Mayor Terry Turner presiding. Council Members present were Zeola D. Echols, Bobbie J. Steed, Rebecca G. Boddie and Mike Beale. Also present were City Clerk Charles E. Foster, Assistant City Clerk Donna J. Bennett, Police Chief Derrick Forbes, Kim Medley of the Clay Times-Journal and Al Haynes of WTRB Radio.
Council Member Gail E. Thompson, Fire Chief Randy Mitchell, Maintenance Supervisor Randy Hanners and Code Enforcement Officer Terry Raughton were absent.
Mayor Turner called the meeting to order.
Due to the absence of Council Member Thompson, Council Member Boddie gave the invocation.
Council Member Boddie moved to approve the agenda with the following additions/deletion. Under New Business, removal of Item No. 1 - Approval of current bills, and addition of Item No. 4 - Acceptance of resignation of Yanira Morena as dispatcher for the Police Department; Item No. 5 - Hiring of a dispatcher for the Police Department and Item No. 6 - Purchase of new police car. This motion was seconded by Council Member Steed and all votes were unanimous.
Council Member Boddie moved to approve the minutes of the previous meeting. Seconded by Council Member Echols all votes were unanimous.
Under informational items, everyone was reminded of the Ribbon Cutting and Dedication Ceremony at Wellborn Cabinet, Inc. for the newly constructed Truck Maintenance Facility on December 6 at 12:00 noon.
It was noted that the Mayor and Council had received an invitation from the City of Lineville to attend their annual Christmas Parade to be held on December 6 at 6:00 P.M. with a reception at City Hall starting at 5:15 P.M.
The City of Ashland’s annual Christmas Parade was scheduled to be held on Saturday, December 3, but due to conflict it was rescheduled to this date following the Council Meeting.

Under committee reports, Mayor Turner commended the Clay County High School coaches and players for winning the 2-A Football State Championship on December 3 in Birmingham. This was the sixth title for the school. All present expressed their praise for this accomplishment. It was asked that the City of Ashland write a resolution in their honor.
Council Member Echols along with other Council Member wanted to thank the maintenance department for their cleanup around the city.
Council Member Steed did not report.
Council Member Boddie did not report.
Council Member Beale added to the comments about the maintenance department’s cleanup. He asked if the City needed guidelines to go by about the extent of the cleanup that the city maintenance department would do before hiring outside contractors to complete the abatement of the property. No decision was made at this time.
City Clerk Foster did not report.
Police Chief Forbes did not report.
Under new business, upon the recommendation of the Mayor, Council Member Beale made a motion to give the city employees a one-time raise per the prior used schedule on December 9, 2005-payroll. This motion was seconded by Council Member Echols and all votes were unanimous.
Council Member Boddie made a motion authorizing Mayor Turner to sign a three (3) year contract with the A-G-L Solid Waste Disposal Authority for garbage services in the city. This motion was seconded by Council Member Beale and all votes were unanimous.
Council Member Beale made a motion accepting the resignation of Yanira Moreno as dispatcher for the police department. This motion was seconded by Council Member Boddie and all votes were unanimous.
Council Member Beale made a motion upon the recommendation of Chief Derrick Forbes to hire Wendy Burroughs as dispatcher for the police department with a pay rate of $7.50 and to begin immediately. This motion was seconded by Council Member Echols and all votes were unanimous.
Council Member Boddie made a motion granting permission to Chief Derrick Forbes to order a 2006 police car under state contract to replace the wrecked police car. This motion was seconded by Council Members Steed and Beale and all votes were unanimous.

Authorization was given to City Clerk Foster to settle with the insurance company for the wrecked police car. Authorization was given to Chief Forbes to remove all items that were added to the wrecked police car so that they may be used on the new car.
Under old business, Council Member Beale stated that he would be responsible for connecting the sign at City Hall II to the timer lights. He asked that the City furnish the needed materials.
Council Member Beale made a motion to purchase a painting from Jack Hadder that is currently hanging on display at City Hall II at a cost of $350.00. This motion was seconded by Council Member Boddie and all votes were unanimous.
There being no further business to discuss, Council Member Boddie moved to adjourn. This motion was seconded by Council Member Beale and all votes were unanimous.
