REGULAR MEETING

ASHLAND CITY COUNCIL

 

NOVEMBER 19, 2007

 

 

     The Ashland City Council met for a regular meeting on November 19, 2007 at 5:00 P.M. in the Ashland City Hall Auditorium with Mayor Terry Turner presiding. Council Members present were Zeola D. Echols, Bobbie J. Steed, Gail E. Thompson, Rebecca G. Boddie and Mike Beale. Also present was City Clerk Charles E. Foster, Asst. City Clerk Donna J. Bennett, Police Chief Benny Davis, Maintenance Supervisor Randy Hanners, Code Enforcement Officer Terry Raughton, Librarian Tina Nolen, Leland Steed, Billy Ballard, Lester Robinson, Jessica Smith, Rickey Smith and David Nolen.

 

     Fire Chief Chad Toland was absent.

    

     Mayor Turner called the meeting to order and Council Member Thompson gave the invocation.

 

     Council Member Boddie moved to approve the agenda with the following additions.  Under New Business, add Item No. 5. - Purchase of new car video and radar for the Police Department and Item No. 6. - Approval of funding for a geological survey for the purpose of drilling a well(s) to help with the current water shortage. The motion was then seconded by Council Member Beale and all votes are unanimous.

 

     Council Member Thompson moved to approve the minutes of the previous planning meeting.  Seconded by Council Member Boddie and all votes were unanimous.

 

     Council Member Steed moved to approve the minutes of the previous meeting. The motion was seconded by Council Member Boddie and all votes were unanimous.

 

     Under Committee Reports, Council Members Echols, Steed, Thompson and Beale  did not report.

 

     Council Member Boddie reported that the new Industrial Park site looked good with all the work the Maintenance Department had done.

 

     City Clerk Foster, Maintenance Supervisor Hanners and Code Enforcement Officer Raughton did not report.

 

     Police Chief Davis reported that the Reserve Program was helping and that he had an additional four (4) people at the recent football game.

 

     Librarian Nolen reported that there was a packed house for the Kathryn Tucker Windham’s presentation at the Ashland Theater on Sunday, November 11th.

    Council Member Thompson moved to approve the bills received since the last meeting in the amount of $20962.48.  Council Member Boddie seconded the motion and all votes were unanimous.

 

     Council Member Thompson made a motion to release the FY 2008 budget appropriation for Project Role M.O.D.E.L. in the amount of $1500.00.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     Council Member Beale made a motion to accept property to be deeded from Ed Pruet to the City of Ashland to be used as cemetery property.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     Council Member Boddie made a motion to hire Rickey Smith as a permanent employee with the maintenance department.  This motion was seconded by Council Members Thompson and Steed and all votes were unanimous.

 

     After discussion, Council Member Thompson made a motion to table a decision on the purchase of car video systems and radars for the police department.  Chief Davis was directed to get quotes for the next meeting.  This motion was seconded by Council Member Beale and all votes were unanimous.

 

     Council Member Beale made a motion to contact Alabama Geological Survey about doing a study for the City of Ashland about the drilling of a well or wells to be used to supplement the water supply with the maximum amount to be spent for the survey being $15,000.00.  This motion was seconded by Council Member Boddie and all votes were unanimous.

 

     Council Member Boddie made a motion to table a decision on the Business License Ordinance to the next meeting.  This motion was seconded by Council Member Steed and all votes were unanimous.

 

     There being no further business to discuss, Council Member Beale moved to adjourn.  Motion was seconded by Council Member Echols and all votes were unanimous.
