REGULAR MEETING
ASHLAND CITY COUNCIL
NOVEMBER 6, 2006
The Ashland City Council met for a regular meeting on November 6, 2006 at 5:00 P.M. in the Ashland City Hall Auditorium with Mayor Terry Turner presiding. Council Members present were Zeola D. Echols, Bobbie J. Steed, Gail E. Thompson, Rebecca G. Boddie and Mike Beale. Also present was City Clerk Charles E. Foster, Asst. City Clerk Donna J. Bennett, Maintenance Supervisor Randy Hanners, Fire Chief Randy Mitchell, Martha McQueen, Lester Robinson, Austin Luker of the Clay Times Journal, Jim Wynn, Don Riley, Billy Walker and a group of cub/boy scouts. Attendance roster attached.
Mayor Turner called the meeting to order and Council Member Boddie gave the invocation.
Acting Police Chief Benny Davis and Code Enforcement Officer Terry Raughton were absent due to attending a workshop in Montgomery.
Mayor Turner welcomed the scouts and scout leaders in attendance. Jim Wynn, Scout Leader, stated that the troop was working on a “Citizenship in our Community” Merit Badge.
Council Member Boddie moved to approve the agenda. Council Member Thompson seconded the motion with all votes unanimous.
Council Member Beale made a motion approving the minutes of the Public Hearing held on October 16, 2006. This motion was seconded by Council Member Boddie and all votes were unanimous.
Council Member Boddie made a motion approving the minutes of the Planning Meeting held on the 16th of October 2006. This motion was seconded by Council Member Echols and all votes were unanimous.
Council Member Thompson made a motion to approve the minutes of the previous meeting. Motion was seconded by Council Member Boddie and all votes were unanimous.
Under informational items, it was announced that a bid opening for the renovation of the Ashland Senior Center would be held on Thursday, November 9 at 2:00 P.M.
Under committee reports, Mayor Turner expressed his thanks to the Ashland Police Department and other agencies that helped with the Benjamin Russell vs. Clay County football game. Everything seemed to go smoothly.

Council Member Steed did not report.
Council Member Thompson expressed her thanks to the Police Department, Fire Department, Sheriff’s Department, Maintenance Department, etc. for their work during the recent ball game. Council Member Thompson welcomed the scouts in attendance.
Council Member Boddie thanked the Maintenance Department for cleaning the cemetery for the recent funerals.
Council Member Beale extended his welcome to the scouts and also thanked the many who worked at the recent large ball game.
City Clerk Foster did not report.
Fire Chief Mitchell reported that the annual Christmas Parade would be held on December 2, 2006 at 6:00 P.M. with lineup beginning at 5:00 P.M. at Clay County High School.
Maintenance Supervisor Hanners did not report.
Council Member Boddie moved to approve the bills received since the last meeting in the amount of $22964.63. This motion was seconded by Council Member Thompson and all votes were unanimous.
Council Member Thompson made a motion to purchase the Delta Business License System for City Hall in the amount of $1141.50. This motion was seconded by Council Members Beale and Echols and all votes were unanimous.
Council Member Beale made a motion to tar and gravel Tyson Road in conjunction with the Clay County Commission’s contract with Charles E. Watts Construction Company. This motion was seconded by Council Member Thompson and all votes were unanimous.
Council Member Boddie made a motion to close City Hall on Friday, November 10, 2006 in observance of Veterans’ Day. The motion was seconded by Council Member Echols and all votes were unanimous.

Bids were opened on the purchase of a 2007 Chevrolet Colorado Pickup for the Fire Department. Two bids were received. The first bid from Dewey Barber Chevrolet was rejected due to the lack of a bid bond or cashier’s check for 5% of the bid. The second bid from Fables Chevrolet, Inc. included a 5% cashier’s check and was in the amount of $24,411.33 with a delivery date of eight to ten weeks upon notification of bid award. At this time, Council Member Boddie moved to award the bid for a 2007 Chevrolet Colorado pickup to Fables Chevrolet, Inc. This motion was seconded by Council Member Thompson and all votes were unanimous. This purchase will be made out of the Fire Department 2 Mil Tax Fund.
Council Member Thompson made a motion approving a Resolution honoring Ms. Dolly Jo Riddle Johnston on the celebration of her 100th birthday. This motion was seconded by Council Member Boddie and all votes were unanimous.
Council Member Beale made a motion approving a Resolution to abate nuisance property in the City of Ashland (Bennie C. Simmons). This motion was seconded by Council Member Echols and all votes were unanimous.
Council Member Thompson made a motion approving a Resolution to formally adopt the Check 21 Act (Bank returns substitute checks or check images instead of original canceled checks) as a procedure for the City of Ashland. This motion was seconded by Council Member Boddie and all votes were unanimous.
Council Member Boddie requested on behalf of First Lady Patsy Riley to donate blankets for the homeless. It has been requested that at least 200 blankets be donated from Clay County. A donation box will be placed at the Clay County Board of Education.
There being no further business, Council Member Boddie moved to adjourn. This motion was seconded by Council Member Thompson and all votes were unanimous.
