REGULAR MEETING

ASHLAND CITY COUNCIL

 

NOVEMBER 5, 2007

 

 

     The Ashland City Council met for a regular meeting on November 5, 2007 at 5:00 P.M. in the Ashland City Hall Auditorium with Mayor Terry Turner presiding. Council Members present were Zeola D. Echols, Bobbie J. Steed, Gail E. Thompson, Rebecca G. Boddie and Mike Beale. Also present was City Clerk Charles E. Foster, Asst. City Clerk Donna J. Bennett, Police Chief Benny Davis, Maintenance Supervisor Randy Hanners, Code Enforcement Officer Terry Raughton, Librarian Tina Nolen, Leland Steed, Billy Ballard, Ed Pruet, Nakia Street, Abby Pruet of the Clay Times-Journal and Lester Robinson.

 

     Fire Chief Chad Toland was absent.

    

     Mayor Turner called the meeting to order and Council Member Steed gave the invocation.

 

     Council Member Echols moved to approve the agenda with the following additions.  Under Informational Items, add Item No. 4. - Changing of Regular Planning Meeting on November 19 to 3:00 P.M. and under New Business, add Item No. 2. - Addressing of letter to the Alabama Department of Transportation requesting “No Right Turn on Red” signs. The motion was then seconded by Council Member Beale and all votes are unanimous.

 

     Council Member Boddie moved to approve the minutes of the previous planning meeting.  Seconded by Council Member Echols and all votes were unanimous.

     Under Informational Items, Ed Pruet addressed the Mayor and Council with a proposal to deed property to the City of Ashland for use as a cemetery.  Mr Pruet supplied all with a copy of a map and a brief explanation of his proposal for the property.  After discussion, it was decided that the proposal would be considered in depth before a decision would be made.

 

     Nakia Street came before the Mayor and Council to request additional funding for Project R.O.L.E. Model to help meet their required match for grants.  It was asked that the release of appropriated funds for Project R.O.L.E. Model be placed on the next meeting agenda.

 

     Under Committee Reports, Council Members Echols and Steed did not report.

 

     Council Member Thompson expressed her appreciation to the Maintenance Department for cleaning the courthouse square for the events of the previous weekend.


 

     Council Member Boddie also thanked the Maintenance Department. She also asked that a letter be addressed to the Clay County Board of Education for the use of the restrooms at Northside Park.

 

     Council Member Beale thanked the Maintenance Department for all their work at the new Industrial Park Site.

 

     City Clerk Foster, Chief Davis and Maintenance Supervisor Hanners did not report.

 

     Code Enforcement Officer Raughton reported that a Public Hearing would be held on November 19th at 4:00 P.M. concerning the closing of the Senior Center Project.  Mr. Raughton also reported that the materials had been ordered and were being delivered for the Recreational Trail Project at Northside Park.

 

     Librarian Tina Nolen reported that Kathryn Tucker Windham would be at the Ashland Theater on Sunday, November 11th at 2:00 P.M.  She stated that at this time approximately one hundred tickets had been sold.  Ms. Nolen also stated that she had spoken with the architect concerning the completion of the Library.

 

     Under New Business, Council Member Thompson moved to approve the bills received since the last meeting in the amount of $6664.93.  Council Member Boddie seconded the motion and all votes were unanimous.

 

     After discussion concerning the traffic flow and possible accidents on the south side of the square, Council Member Boddie made a motion to send a letter to ALDOT requesting the placement of a “No Right Turn on Red” sign be placed at the intersection of Alabama Highway 9 South and Alabama Highway 77 North (Planters Hardware corner).  This motion was seconded by Council Member Beale and all votes were unanimous.

 

     There being no further business, Council Member Boddie moved to adjourn.  Motion was seconded by Council Member Beale and all votes were unanimous.
