REGULAR MEETING
ASHLAND CITY COUNCIL
OCTOBER 3, 2005
The Ashland City Council met for a regular meeting on October 3, 2005 at 5:00 P.M. in the Ashland City Hall Auditorium with Mayor Terry Turner presiding. Council Members present were Zeola D. Echols, Bobbie J. Steed, Gail E. Thompson, Rebecca G. Boddie and Mike Beale. Also present were City Clerk Charles E. Foster, Assistant City Clerk Donna J. Bennett, Police Chief Derrick Forbes, Maintenance Supervisor Randy Hanners, Code Enforcement Officer Terry Raughton, Al Haynes of the WTRB Radio and Kim Medley of the Clay Times-Journal.
Fire Chief Randy Mitchell was not in attendance.
Mayor Turner called the meeting to order.
Council Member Thompson gave the invocation.
Council Member Thompson moved to approve the agenda with the addition of Item No. 3 under New Business - Authorization for City employees to remove debris from the David Burch lot located on 1st Street North per the Nuisance Abatement Ordinance.
This motion was seconded by Council Member Boddie and all votes were unanimous.
Council Member Thompson moved to approve the minutes of the regular Council Meeting held on September 19, 2005. This motion was seconded by Council Member Echols and all votes were unanimous.
Under informational items, Asst. Clerk Bennett informed the Mayor and Council about information needed to make a monetary donation to the American Red Cross for the Hurricane Katrina relief.
At this time, Council Member Thompson moved to make a $1000.00 donation to the Talladega Chapter of the American Red Cross to be earmarked for the Hurricane Katrina relief. This motion was seconded by Council Member Boddie and all votes were unanimous.

Council Member Beale discussed measures that needed to be taken before the Leash Ordinance was adopted by the City. These measures consist of a designated control officer, an enclosure to keep the animals until transport to Sylacauga and means of transportation.
Clerk Foster did not report.
Police Chief Forbes did not report.
Maintenance Supervisor Hanners asked permission to have the backhoe serviced at the dealership where it was purchased in Albertville due to the costs it will entail. Permission was granted.
Code Enforcement Officer Raughton did not report.
Under new business, Council Member Thompson moved to approve the bills received since the last meeting in the amount of $4023.39. Council Member Boddie seconded the motion and all votes were unanimous.
Council Member Echols made a motion to install a street light at the intersection of 8th Street and 4th Avenue North as discussed at a previous meeting. This motion was seconded by Council Members Boddie and Beale and all votes were unanimous.
Council Member Beale made a motion authorizing City employees to remove debris from the David Burch property located on 1st Street North per the Nuisance Abatement Ordinance. This motion was seconded by Council Members Boddie and Echols and all votes were unanimous.
No old business was discussed.
Council Member Beale moved to adopt a proclamation declaring the month of October 2005 as Domestic Violence Awareness Month in the City of Ashland. This motion was seconded by Council Member Thompson and all votes were unanimous.
There being no further business to discuss, Council Member Boddie moved to adjourn. Motion was seconded by Council Member Echols and all votes were unanimous.
