REGULAR MEETING

ASHLAND CITY COUNCIL

 

OCTOBER 2, 2006

 

 

     The Ashland City Council met for a regular meeting on October 2, 2006 at 5:00 P.M. in the Ashland City Hall Auditorium with Mayor Terry Turner presiding. Council Members present were Zeola D. Echols, Bobbie J. Steed, Gail E. Thompson, Rebecca G. Boddie and Mike Beale. Also present was City Clerk Charles E. Foster, Asst. City Clerk Donna J. Bennett, Code Enforcement Officer Terry Raughton, Maintenance Supervisor Randy Hanners, Officer Jason Gentry, Officer David Martin, Lora Lee Forbes, Kenneth Forbes, Lester Robinson, James Roy Smith and Ray Stansell of the Clay Times Journal.  Attendance roster attached.

 

     Mayor Turner called the meeting to order and Council Member Steed gave the invocation. 

 

     Fire Chief Randy Mitchell was absent.

    

     Council Member Boddie moved to approve the agenda with the following changes.  Under informational items, remove items number one and two.  Under new business add Item No. 5 - Use of Northside Ballfield by FACS, Item No.  6 -  Matching funds for Project R.O.L.E. Model, Inc., Item No. 7  - Resignation of Jerry Edmondson from the Maintenance Department and Item No. 8 - Appointment of Interim Chief of Police.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     Council Member Thompson made a motion to approve the minutes of the previous planning meeting.  This motion was seconded by Council Members Echols and  Boddie and all votes were unanimous.

 

     Council Member Boddie made a motion to approve the minutes of the previous meeting.  Council Member Beale seconded the motion and all votes were unanimous.

 

     Under informational items, David Clark, who had requested to speak on behalf of the dog ordinance was not in attendance.

 

     It was noted that a date and time for Trick or Treating would be set at the next meeting.

 

     Under committee reports, Council Members Echols, Steed, Thompson and Boddie did not report.  Council Member Beale expressed his appreciation to the police officers for their hard work and long hours until the department is up to full force.

 

     City Clerk Foster requested permission from the Council to solicit bids for a truck to be used by the Fire Department with bids to be opened on November 6, 2006.  Permission was granted.  Clerk Foster had been requested to get specifications for the above-mentioned vehicle at a previous meeting.

     Maintenance Supervisor Hanners did not report.

 

     Code Enforcement Officer Raughton reported that water service had been installed at the site of the new dog pens at the maintenance building and lighting for the facility should be completed tomorrow.  Mr. Raughton stated that the facility would be ready for use by November 1, 2006.

 

     Under new business, Council Member Thompson made a motion to approve the bills received since the last meeting in the amount of $7461.37.  This motion was seconded by Council Member Boddie and all votes were unanimous.

 

     Council Member Steed made a motion to open the Chief of Police position with the position to be advertised and applications to be closed on November 6, 2006.  This motion was seconded by Council Member Thompson and all votes were unanimous.

 

     Council Member Echols made a motion to accept the resignation of Rhonda Faulkner as part-time library aide.  This motion was seconded by Council Member Thompson and all votes were unanimous.

 

     Council Member Steed made a motion to open the library aide position with the position to be advertised and applications to be closed on November 6, 2006.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     Council Member Boddie made a motion allowing the use of Northside Ballfield by FACS for practice and games.  This motion was seconded by Council Members Beale and Thompson and all votes were unanimous.

 

     Council Member Beale made a motion to appropriate $1500.00 to Project R.O.L.E. Model for FY 2007 and that this appropriation is added to the 2007 Budget upon approval.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     Council Member Boddie made a motion accepting the resignation of Jerry Edmondson from the maintenance department.  Motion was seconded by Council Member Echols and all votes were unanimous.

 

     At this time, Mayor Turner asked that the Council have a brief recess.  Upon return Mayor Turner announced the appointment of Officer Benny Davis as Interim Police Chief.  Officer Davis will serve in this capacity until this position is filled permanently.  Officer Davis will be compensated at a salary of $1230.77 biweekly with no overtime and no compensatory time.  Officer Davis will fill this position immediately.

 

     Under old business, Council Member Boddie made a motion to adopt Ordinance No. 2006-09-18-01 (Dog Ordinance) with the ordinance to go into effect on November 1, 2006.  This motion was seconded by Council Member Steed and all votes were unanimous.

     Council Member Boddie made a motion approving Resolution No. 10-02-01-2006 requesting that the State of Alabama Department of Transportation appropriately address the problem of traffic control (speed reduction) on Alabama State Highway 9 North in the City of Ashland.  This motion was seconded by Council Member Beale and all votes were unanimous.

 

     James Roy Smith asked permission to address the Council.  Mr. Smith stated that he wished to thank to police officers present for all their hard work.

 

     A meeting was called for Wednesday, October 4, 2006 at 9:00 A.M. to discuss the Budget for FY 2007.

 

     A “thank you” was extended to the members of First Assembly Church of Christ for cleaning up of the Courthouse lawn on Saturday morning after the Ashland-Lineville football game.

 

     There being no further business to discuss, Council Member Thompson moved to adjourned.  This motion seconded by Council Member Beale and all votes were unanimous.
