REGULAR MEETING

ASHLAND CITY COUNCIL

 

SEPTEMBER 18, 2006

 

 

     The Ashland City Council met for a regular meeting on September 18, 2006 at 5:00 P.M. in the Ashland City Hall Auditorium with Mayor Terry Turner presiding. Council Members present were Zeola D. Echols, Bobbie J. Steed, Gail E. Thompson, Rebecca G. Boddie and Mike Beale. Also present was City Clerk Charles E. Foster, Municipal Court Clerk/Magistrate Meredith Holcombe, Code Enforcement Officer Terry Raughton, Maintenance Supervisor Randy Hanners, Fire Chief Randy Mitchell, Officer Jason Gentry, Chris Mathews,  Patricia Patterson, Lora Lee Forbes, Martha McQueen, Donna Mathews and Ray Stansell of the Clay Times Journal.  Attendance roster attached.

 

     Mayor Turner called the meeting to order and Council Member Echols gave the invocation. 

 

     Assistant City Clerk Donna Bennett was absent due to family illness.  Police Chief Derrick Forbes was absent.

    

     Council Member Boddie moved to approve the agenda with the following changes.  Under informational items, remove item number one - Steve Taylor, comments or questions concerning the Wynn Building Senior Center addition.  Under new business -Add draft letter to Alabama Department of Transportation to evaluate Alabama Highway 9 at the Clay County Hospital Wellness Center, add construction of holding pens upon adoption of a dog ordinance, add resignation of Council Member Gail Thompson from the Library Board and add the appointment of Sheryl Bonner to the Library Board.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     Council Member Thompson made a motion to approve the minutes of the previous planning meeting.  This motion was seconded by Council Member Boddie and all votes were unanimous.

 

     Under committee reports, Mayor Turner, Council Members Echols, Steed, Thompson, Boddie and Beale, Fire Chief Mitchell and Code Enforcement Officer Raughton did not report. 

 

     Maintenance Supervisor Hanners asked permission of the Council to purchase two or three loads of crusher run at a cost of $400.00 per load for new building.  Also requested was permission to install a two-inch water line at this location.  Permission was granted on both requests.

 

     Council Member Boddie moved to approve the bills received since the last meeting in the amount of $8573.97.  Council Member Thompson seconded the motion and all votes were unanimous.

     Council Member Thompson made a motion to release the FY 2006 Budget Appropriation in the amount of $2500.00 to the Clay County Rescue Squad.  This motion was seconded by Council Member Boddie and all votes were unanimous.

 

     Council Member Beale made a motion to release the FY 2006 Budget Appropriation in the amount of $2500.00 to the Ashland-Lineville Airport.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     Council Member Thompson made a motion to release the FY 2006 Budget Appropriation in the amount of $2000.00 to the Cheaha Regional Library.  This motion was seconded by Council Member Beale and all votes were unanimous.

 

    Council Member Echols made a motion to release the FY 2006 Budget Appropriation in the amount of $2000.00 to TCR Community Action Agency.  This motion was seconded by Council Member Thompson and all votes were unanimous.

 

     Council Member Beale made a motion to release the FY Budget Appropriation in the amount of $2000.00 to the Clay County EMA.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     Council Member Boddie made a motion authorizing Ronald Robertson, Revenue Commissioner of Clay County to assess and collect property taxes for the City of Ashland.  This motion was seconded by Council Member Thompson and all votes were unanimous.

 

     Council Member Thompson made a motion to accept the resignation of Police Chief Derrick Forbes.  This motion was seconded by Council Member Echols.  Council Members Echols, Steed, Thompson and Boddie voted for the motion.  Council Member Beale did not vote.  Motion passed.

 

     Council Member Echols made a motion to accept the resignation of part-time Investigator Mike Haynes.  This motion was seconded by Council Member Boddie.  Council Members Echols, Steed, Thompson and Boddie voted for the motion.  Council Member Beale did not vote.  Motion passed.

 

     Council Member Thompson made a motion to address a letter to the Alabama Department of Transportation to evaluate the traffic on Alabama Highway 9 close to the Clay County Hospital Wellness Center.  This motion was seconded by Council Member Boddie and all votes were unanimous.

 

     Council Member Boddie made a motion giving permission to construct an animal holding pen.  This motion was seconded by Council Member Beale and all votes were unanimous.

     Council Member Boddie made a motion to accept the resignation of Council Member Thompson from the Library Board.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     Council Member Thompson made a motion to appointment Sheryl Bonner to the Library Board.  This motion was seconded by Council Member Beale and all votes were unanimous.

 

     Under resolution, ordinance, orders and other business, Proposed Ordinance No. 2006-09-18-01 (Dog Ordinance) was introduced.  Council Member Boddie made a motion to post the ordinance and to place it on the next agenda for consideration.  This motion was seconded by Council Member Beale and all votes were unanimous.

 

     Council Member Thompson made a motion passing a resolution honoring Betty Robinson in her retirement as Senior Citizen Manager for the City of Ashland.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     There being no further business, Council Member Echols made a motion to adjourn.  This motion was seconded by Council Member Beale and all votes were unanimous.
