REGULAR MEETING

ASHLAND CITY COUNCIL

SEPTEMBER 17, 2007

The Ashland City Council met for a regular meeting on September 17, 2007 at 5:00 P.M. in the Ashland City Hall Auditorium with Council Member Mike Beale presiding as Mayor. Council Members present were Zeola D. Echols, Gail E. Thompson and Rebecca G. Boddie. Also present was City Clerk Charles E. Foster, Asst. City Clerk Donna J. Bennett, Maintenance Supervisor Randy Hanners, Code Enforcement Officer Terry Raughton, Lester Robinson, Karen Meeks, Pattye Colburn and Jamie Browning of the Clay County Chamber of Commerce, and Abby Pruet of the Clay Times-Journal.

Mayor Terry Turner was absent due to illness. Council Member Bobbie J. Steed was absent due to illness. Police Chief Benny Davis and Fire Chief Chad Toland were both absent due to other obligations.

Due to the absence of Mayor Turner and Mayor Pro-Tem Steed, Council Member Beale was unanimously approved to serve as Acting Mayor and provide over the council meeting.

Council Member Thompson moved to approve the agenda with the following changes. Under New Business, Item No. 4. - Purchase of property and Item No. 5. - Appropriation to Clay County High School. This motion was seconded by Council Member Boddie and all votes were unanimous.

Council Member Boddie moved to approve the minutes of the previous planning meeting. Seconded by Council Member Echols and all votes were unanimous.

Under committee reports, Council Member Echols reported on information that she had received from Chuck Freeman concerning the Youth Football Program.

Council Members Thompson, Boddie and Beale, City Clerk Foster, Maintenance Supervisor Hanners and Code Enforcement Officer Raughton did not report.

Under new business, Council Member Thompson moved to approve the bills received since the last meeting in the amount of $15089.26. Council Member Boddie seconded the motion and all votes were unanimous.

Council Member Boddie made a motion authorizing Ronald Robertson, Revenue Commissioner of Clay county to assess and collect property taxes for the City of Ashland. This motion was seconded by Council Members Echols and Thompson and all votes were unanimous.

Council Member Thompson made a motion to release the budget appropriation for FY 2007 in the amount of $2500.00 to the Clay County Rescue Squad. This motion was seconded by Council Member Echols and all votes were unanimous.

Council Member Echols made a motion to release the budget appropriation for FY 2007 in the amount of $2500.00 to the Ashland-Lineville Airport. This motion was seconded by Council Member Thompson and all votes were unanimous.

Council Member Thompson made a motion to release the budget appropriation for FY 2007 in the amount of $2000.00 to the Cheaha Regional Library. This motion was seconded by Council Member Boddie and all votes were unanimous.

Council Member Echols made a motion to release the budget appropriation for FY 2007 in the amount of $2000.00 to the TCR Community Action Agency. This motion was seconded by Council Member Boddie and all votes were unanimous.

Council Member Thompson made a motion to release the budget appropriation for FY 2007 in the amount of $2000.00 to the Clay County EMA. This motion was seconded by Council Member Boddie and all votes were unanimous.

Council Member Thompson made a motion electing to purchase approximately twenty (20) acres at a cost of $123,000 upon financing approval. This property is located adjacent to property located on Alabama Highway 9 that the City of Ashland is in the process of purchasing for an industrial site. This motion was seconded by Council Member Echols and all votes were unanimous.

Council Member Echols made a motion to donate $2000.00 to Clay County High School. This motion was seconded by Council Member Boddie and all votes were unanimous.

There being no further business, Council Member Boddie moved to adjourn. Motion was seconded by Council Member Echols and all votes were unanimous.
