REGULAR MEETING
ASHLAND CITY COUNCIL
SEPTEMBER 5, 2006
The Ashland City Council met for a regular meeting on September 5, 2006 at 5:00 P.M. in the Ashland City Hall Auditorium with Mayor Terry Turner presiding. Council Members present were Zeola D. Echols, Bobbie J. Steed, Gail E. Thompson, Rebecca G. Boddie and Mike Beale. Also present was City Clerk Charles E. Foster, Assistant City Clerk Donna J. Bennett, Police Chief Derrick Forbes, Code Enforcement Officer Terry Raughton, Maintenance Supervisor Randy Hanners, Officer Jason Gentry, Chris Mathews, Kenneth Forbes, Patricia Patterson, Lora Lee Forbes, Martha McQueen, Bobby Dark, Donna Mathews, Baron Sandlin, Nakia Street and Ray Stansell of the Clay Times Journal. Attendance roster attached.
Mayor Turner called the meeting to order and gave the invocation.
Fire Chief Randy Mitchell was absent.
Council Member Echols moved to approve the agenda with the following deletion. Item No. 1 under Old Business was deleted. Council Member Steed seconded the motion to approve the agenda with the above-mentioned deletion and all votes were unanimous.
Council Member Thompson moved to approve the minutes of the Planning Session held at 4:00 P.M. on the 21st of September. This motion was seconded by Council Member Echols and all votes were unanimous.
Council Member Boddie moved to approve the minutes of the previous meeting. Motion was seconded by Council Member Beale and all votes were unanimous.
Under informational items, Mayor Turner turned the meeting over to Baron Sandlin. Mr. Sandlin spoke on behalf of Project R.O.L.E. Model. Mr. Sandlin reported that they had received a grant from the Governor’s office to have two (2) full time and two (2) part-time staff members in Clay County to work with parents and children. A location has been found in Ashland to use as a classroom and is in need of computers, a copier, supplies, etc. It is being asked of Clay County to assist in this project with monetary donations of $9000.00.
Code Enforcement Officer Raughton reported that Public Hearing concerning a Nuisance Ordinance Order for Abatement on September 18, 2006 at 3:00 P.M. This hearing will be on property located on Howard Ballard Avenue and belonging to Edward and Denise Meadows.
Under committee reports, Council Members Echols, Steed, Thompson and Boddie did not report.

Council Member Beale reported on behalf of the Water Works & Sewer Board concerning the receipt of a grant to install an eighteen-inch water line.
City Clerk Foster, Police Chief Forbes, Maintenance Supervisor Hanners and Code Enforcement Officer Raughton did not report.
Under new business, Council Member Boddie moved to approve the bills received since the last meeting in the amount of $6626.41. Council Member Steed seconded the motion and all votes were unanimous.
Council Member Thompson made a motion to hire JoLynn Weems as Senior Center Manager with a starting salary of $10.68 and to begin work as soon as possible. This motion was seconded by Council Member Steed and all votes were unanimous.
Under old business, Item No. 1 was not discussed and was not considered due to lack of a motion.
There being no further business, Council Member Boddie moved to adjourn. Motion was seconded by Council Member Thompson.
