REGULAR MEETING

ASHLAND CITY COUNCIL

 

AUGUST 7, 2006

 

 

     The Ashland City Council met for a regular meeting on August 7, 2006 at 5:00 P.M. in the Ashland City Hall Auditorium with Mayor Terry Turner presiding. Council Members present were Zeola D. Echols, Bobbie J. Steed and Rebecca G. Boddie. Also present was City Attorney John K. Johnson, City Clerk Charles E. Foster, Assistant City Clerk Donna J. Bennett, Police Chief Derrick Forbes, Code Enforcement Officer Terry Raughton, Maintenance Supervisor Randy Hanners, Fire Chief Randy Mitchell, Chief of Police Derrick Forbes, Officer David Martin, Dispatcher Andrea Smith, Kenneth Forbes, Patricia Patterson, Donna Mathews, Chris Mathews, Grace Mathews, Tim Mathews, Lester Robinson and Canon Hamlin of the Clay Times Journal.  Attendance roster attached.

 

     Mayor Turner called the meeting to order and Council Member Boddie gave the invocation.  Council Members Gail E. Thompson and Mike Beale were absent.

    

      Council Member Steed moved to approve the agenda with the following addition. Item No. 6 under New Business was added as - Permission for City Clerk Foster to get specifications for bid on 2007 CK1500 pickup for the Fire Department.  Council Member Boddie seconded the motion to approve the agenda with the above-mentioned additions and all votes were unanimous.

 

     Council Member Boddie moved to approve the minutes of the Planning Session held at 4:00 P.M. on the 17th of July.  This motion was seconded by Council Member Steed and all votes were unanimous.

 

     Council Member Steed moved to approve the minutes of the previous meeting.  Motion was seconded by Council Member Echols and all votes were unanimous.

 

     Under informational items, Mayor Turner commended the Fire Department for their timely response during the recent chemical spill at Tyson Foods.

 

     Asst. City Clerk Bennett reminded everyone of the information sent out concerning at the Alabama Power Office with the Project R.O.L.E. Model.

 

      Under committee reports, Council Member Echols did not report.

 

     Council Member Steed did not report.

 

     Council Member Boddie thanked the Maintenance Department and Terry Raughton for all their hard work in and around the courthouse to get it ready for the upcoming celebration.

     Council Member Boddie announced that Channel 13 News would be reporting from the courthouse on Friday morning. Council Member Boddie also reported on some of the people and events that would be present during the celebration.

 

     City Clerk Foster did not report.

 

     Police Chief Forbes stated that he had received the information concerning his eligibility to receive compensatory time.  He asked that this be addressed by the Mayor and Council.  This item will be placed on the agenda for the next meeting.  Rules were not suspended at this time, due to the fact that the Mayor and other Council Members in attendance requested that this issue be discussed when all members were present.

 

     Chief Forbes also answered questions concerning the closing of streets, through traffic and designated drop off areas for the celebration to be held on the square this weekend.

 

     Fire Chief Mitchell did not report.

 

     Maintenance Supervisor Hanners did not report.

 

     Code Enforcement Officer Raughton did not report.

 

     Council Member Echols moved to approve the bills received since the last meeting in the amount of $13164.41.  Council Member Boddie seconded the motion and all votes were unanimous.

 

     Council Member Boddie made a motion to purchase Southern Linc telephones for the Code Enforcement Officer and the Maintenance Supervisor.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     Council Member Boddie made a motion to accept the resignation of Officer Chris Mathews with regrets effective August 1, 2006.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     After the opening of bids received for a 2007 Chevrolet Silverado 2500 HD, a discussion was held concerning the legality of the bids not including a bid bond.  At this time, Council Member Boddie made a motion to table the awarding of the above-mentioned bid until the City Attorney has an opportunity to research the bid bond procedure.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     Council Member Steed made a motion to suspend the rules and allow an item to be placed on the agenda.   This motion was seconded by Council Member Echols and upon roll call vote the voting went as follows.  Mayor Turner voted yea, Council Member Echols voted yea, Council Member Steed voted yea and Council Member Boddie voted yea.  Motion carried.

     Council Member Boddie made a motion to include the payment to the City of Lineville Reserves along with the payment to the Clay County Reserves during the Centennial celebration.  This motion was seconded by Council Member Steed and all votes were unanimous.

 

     Council Member Boddie made a motion to pay the Clay County Sheriff’s Reserves and the City of Lineville Reserves for working the day of the 100th Anniversary of the Clay County Courthouse celebration at a rate of $5.00 per hour per reserve for a maximum of $50.00.  Mayor Turner and Chief Forbes will supply the names of the Reserves who will be compensated.  This motion was seconded by Council Member Steed and all votes were unanimous.

 

     Council Member Boddie made a motion to grant permission to City Clerk Charles Foster to obtain specifications needed to solicit bids for one(1) 2007 Chevrolet CK1500 4-door pickup to be used by the Fire Department.  This motion was seconded by Council Member Steed and all votes were unanimous.

 

     Under old business, Council Member Boddie made a motion to table Item No. 1 until the Water Works & Sewer Board could amend their By-Laws by resolution.  Council Member Echols seconded the motion and all votes were unanimous.

 

     Council Member Boddie made a motion passing and adopting a resolution honoring the Clay County Courthouse in celebrating its 100th Anniversary.  This motion was seconded by Council Member Echols and all votes were unanimous.

    

     There being no further business, Council Member Boddie moved to adjourn.  This motion was seconded by Council Member Echols and all votes were unanimous.
