REGULAR MEETING

ASHLAND CITY COUNCIL

 

JULY 6, 2005

 

     The Ashland City Council met for a regular meeting on July 6, 2005 at 5:00 P.M. in the Ashland City Hall Auditorium with Mayor Terry Turner presiding. Council Members present were Zeola D. Echols, Bobbie J. Steed, Gail E. Thompson and Mike Beale. Also present were City Clerk Charles E. Foster, Assistant City Clerk Donna J. Bennett, Police Chief Derrick Forbes, Maintenance Supervisor Randy Hanners,  Fire Chief Randy Mitchell, Tim Mitchell and Kim Medley of the Clay Times-Journal.

 

     Council Member Rebecca G. Boddie and Code Enforcement Officer Terry Raughton was absent.

 

     Mayor Turner called the meeting to order.

 

     Council Member Thompson gave the invocation.

 

     Council Member Steed made a motion approving the agenda. This motion was seconded by Council Member Thompson and all votes were unanimous.

 

     Council Member Echols moved to approve the minutes of the previous meeting.  This motion was seconded by Council Members Beale and Steed and all votes were unanimous.

 

     There were no informational items to report.

   

     Under committee reports, Council Member Echols asked that the Mayor and Council Members make reservations for the 2006 Alabama League of Municipalities Convention to be held in Mobile, May 6-9, 2006.  Council Member Thompson stated that she would check her calendar and would get with Council Member Echols.

 

     Council Member Steed reported that a street light at the corner of Westside Street and Westside Circle was working sporadically.  She asked that Alabama Power be contacted to check on this.

 

     Council Member Thompson extended her thanks to Fire Chief Randy Mitchell and the Fire Department for their recent work on cleaning the lots and burning of nuisance structures.  She also included the Police and Maintenance in her thanks.

 

     Council Member Beale expressed his thanks to the Fire Department, the Police Department and the Maintenance Department. 

 

     Council Member Beale stated that he had been in contact with Louise Campbell, Grant Writer, and reported on a preliminary sketch of the renovations needed at the Senior Center and that the grant application was in the completion stage.

 

     Council Member Beale also reported that the concrete pad for the skate park was complete and that the equipment would be installed in the next two weeks.

     City Clerk Foster did not report.

 

     Police Chief Forbes reported on an incident that happened during the week with his department and a vicious dog.  The animal was killed during the altercation.  Chief Forbes spoke on the possibility of passing an ordinance similar to the one that the City of Lanett had passed and are currently enforcing.

 

     Chief Forbes asked that before the meeting was adjourned that he speak to the Council in Executive Session.

 

     Fire Chief Mitchell did not report.

 

     Maintenance Supervisor Hanners thanked the Mayor and Council for the recent purchase of a tractor for his department.

 

     Under new business, Council Member Thompson moved to approve the bills received since the last meeting in the amount of $9568.60.  Council Member Steed seconded the motion and all votes were unanimous.

 

     Council Member Beale made a motion to adjust the salary of Officer David Martin to $10.95 due to his graduation from the Academy.  This increase will be effective with this pay period.  Council Member Thompson seconded the motion and all votes were unanimous.

 

     Council Member Beale made a motion approving Resolution No. 07-06-01-2005 concerning the grant application for renovations at the Senior Center/Wynn Building.  This motion was seconded by Council Member Thompson and all votes were unanimous.

 

     At this time, Council Thompson made a motion to go into Executive Session.  Council Member Echols seconded the motion and all votes were unanimous.

 

     Council Member Thompson moved to reconvene the regular meeting.  Council Member Echols seconded the motion and all votes were unanimous.

 

     There being no further business, Council Member Thompson moved to adjourn.  Motion was seconded by Council Member Beale and all votes were unanimous.
