REGULAR MEETING

ASHLAND CITY COUNCIL

 

JULY 2, 2007

 

 

     The Ashland City Council met for a regular meeting on July 2, 2007 at 5:00 P.M. in the Ashland City Hall Auditorium with Mayor Terry Turner presiding. Council Members present were  Bobbie J. Steed, Gail E. Thompson, Rebecca G. Boddie and Mike Beale. Also present was City Clerk Charles E. Foster, Asst. City Clerk Donna J. Bennett, Police Chief Benny Davis, Maintenance Supervisor Randy Hanners, Fire Chief Randy Mitchell, Code Enforcement Officer Terry Raughton, Mary P. Smith, Patty Colburn, Karen Meeks and Jamie Browning of the Clay County Chamber of Commerce, Jacob Smith, Billy Ballard, Lester Robinson and Austin Luker of the Clay Times-Journal.

 

     Council Member Zeola D. Echols was absent.

 

     Mayor Turner called the meeting to order and Council Member Steed gave the invocation.

 

     Council Member Boddie moved to approve the agenda with the following additions. Under New Business, Item No. 3 - Purchase of barricades and flags for the Maintenance Department and Item No. 4 - Hiring of a consultant. This motion was seconded by Council Member Thompson and all votes were unanimous.

 

     Council Member Beale made a motion approving the minutes of a Public Hearing on  CDBG - Water Improvements held on June 4, 2007.  This motion was seconded by Council Member Boddie and all votes were unanimous.

 

     Council Member Boddie moved to approve the minutes of the previous planning meeting.  Seconded by Council Member Thompson and all votes were unanimous.

 

     Council Member Steed moved to approve the minutes of the previous meeting.  Seconded by Council Member Boddie and all votes were unanimous.

 

     Under informational items, Mary P. Smith updated the Mayor and Council on the events being planned for the Hank Williams Day to be held on July 21, 2007 on the Courthouse Square.

 

     Nakia Street spoke on behalf of Project R.O.L.E. Model and asked for the continued support of the City of Ashland.  Ms. Street also reported that a new program was being implemented called (HIPPY) or Home Instruction for Parents of Preschool Youngsters.

 

     There were no committee reports.

 

     Under new business, Council Member Boddie moved to approve the bills received since the last meeting in the amount of $8362.56.  Council Member Thompson seconded the motion and all votes were unanimous.

     Council Member Boddie made a motion to declare a 1994 Case-International tractor, Model 695, Serial No. JJE0029556 as surplus.  This motion was seconded by Council Member Thompson and all votes were unanimous.

 

     Council Member Thompson made a motion to purchase ten (10) barricades at $40.50 each and four (4) mesh flags at $4.50 each from Traffic Signs.  This motion was seconded by Council Members Boddie and Steed and all votes were unanimous.

 

     Council Member Beale made a motion to hire Cathy Back at a cost of $40.00 per hour as a consultant for implementation of the streetscape of the courthouse square.  Ms.  Back is to be hired on a temporary basis with no contract and is to work no more than eight (8) hours per week.  This motion was seconded by Council Member Thompson and all votes were unanimous.

 

     There being no further business to discuss, Council Members Thompson and Boddie moved to adjourn.  Motion was seconded by Council Member Beale.
