REGULAR MEETING

ASHLAND CITY COUNCIL

 

JUNE 4, 2007

 

 

     The Ashland City Council met for a regular meeting on June 4, 2007 at 5:00 P.M. in the Ashland City Hall Auditorium with Mayor Pro-Tem Bobbie J. Steed presiding. Council Members present were Zeola D. Echols, Gail E. Thompson, Rebecca G. Boddie and Mike Beale. Also present was City Clerk Charles E. Foster, Asst. City Clerk Donna J. Bennett, Police Chief Benny Davis, Maintenance Supervisor Randy Hanners, Code Enforcement Officer Terry Raughton, Fire Chief Randy Mitchell,  Louise Campbell, Billy Ballard, Nadine Ballard, Ashley Romo of the Clay Times-Journal and Al Haynes of Eagle 102 Radio.

 

     Mayor Terry Turner was absent due to illness.

 

     Mayor Pro-Tem Steed called the meeting to order and Council Member Beale gave the invocation. 

 

     Council Member Thompson moved to approve the agenda with the following additions. Under New Business, Item No. 2 - Purchase or repair tractor (Maintenance Department), Item No. 3 - Purchase of computer for NCIC at Police Department, Item No. 4 - Declaring Fire Department property as surplus.  This motion was seconded by Council Member Boddie and all votes were unanimous.

 

     Council Member Beale moved to approve the minutes of the previous planning meeting.  Seconded by Council Member Thompson and all votes were unanimous.

     Under informational items, Mr. Dewitt Croley had spoken at the planning meeting.

 

     Under committee reports, Council Members Echols asked that Maintenance Supervisor Hanners look into the placement of a street light on Tornado Lane close to the old King family residence.  Ms. Echols also spoke on the traffic on 2nd Avenue South close to the primary school.

 

     Council Members Steed and Thompson did not report.

 

     Council Member Boddie presented Terry Raughton, Billy Ballard and Randy Hanners with certificates of appreciation from the Henry County Commission for their help on the cleanup after the March 1, 2007 deadly tornado that left that area in devastation.  Mayor Terry Turner and Billy Lackey were also given certificates, but were not in attendance.

     Council Member Beale reported that the police vehicle that was previously involved in an accident has been declared a total loss by the insurance company of the person who hit the police vehicle.  At this time, Council Member Beale made a motion to accept the amount of $6428.13 from USAA Insurance Company.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     Council Member Beale also asked that Maintenance Supervisor Hanners assist the Police Department with setup and cleanup in Westside this upcoming Saturday during Unity Day.  Permission was given.

 

     City Clerk Foster did not report.

 

     Police Chief Davis reported that the NCIC computer at the Police Department needed to be upgraded.  The State of Alabama is mandating that new software be purchased to update the current system and the current computer at the department will not work with the new software.  A motion was made by Council Member Beale giving permission to Chief Davis to purchase a new computer for the Police Department with purchase not to exceed $2000.00.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     Fire Chief Mitchell asked permission to replace the batteries in Engine No. 1 and the brush truck.  Council Member Beale made a motion giving permission for these items to be purchased.  Council Member Thompson seconded the motion and all votes were unanimous.

 

     Maintenance Supervisor Hanners did not report.

 

     Code Enforcement Officer Raughton reported that the renovations on the Senior Center were on schedule.

 

     Under new business, Council Member Thompson moved to approve the bills received since the last meeting in the amount of $8656.14.  Council Member Boddie seconded the motion and all votes were unanimous.

 

     Council Member Thompson made a motion to solicit bids for a Kubota 9540 tractor for the Maintenance Department to be opened at June 18 council meeting.  This motion was seconded by Council Member Boddie and all votes were unanimous.

 

     Council Member Beale made a motion to declare the AMKUS Rescue System, previously purchased by the Fire Department, as surplus and sell by the legal bid process.  This motion was seconded by Council Member Boddie and all votes were unanimous.

 

     Council Member Thompson made a motion approving a Resolution approving the Senior Center Project sub contractors.  This motion was seconded by Council Member Boddie and all votes were unanimous.

     There being no further business, Council Member Beale moved to adjourn.  Motion was seconded by Council Member Boddie and all votes were unanimous.
