REGULAR MEETING

ASHLAND CITY COUNCIL

 

MAY 15, 2006

 

 

     The Ashland City Council met for a regular meeting on May 15, 2006 at 5:00 P.M. in the Ashland City Hall Auditorium with Mayor Terry Turner presiding.  Council Members present were Zeola D. Echols, Bobbie J. Steed and Gail E. Thompson. Also present were City Clerk Charles E. Foster, Assistant City Clerk Donna J. Bennett, Acting Police Chief Chris Mathews, Officer Tony Knight, Code Enforcement Officer Terry Raughton, Fire Chief Randy Mitchell, Maintenance Supervisor Randy Hanners, Officers David Martin, Jason Gentry and Chris Smith, Dispatcher Al Hunkapillar, Kenneth Forbes, Durward Forbes and Kim Medley of the Clay Times-Journal.

 

     Council Members Rebecca G. Boddie and Mike Beale were absent.

 

      Mayor Turner called the meeting to order and Council Member Thompson gave the invocation.

 

      Council Member Thompson moved to approve the agenda with the following addition. Under New Business, Council Member Thompson asked that the hiring of two temporary summer employees for the maintenance department be added as Item No. 2.   This motion was seconded by Council Members Echols and Steed and the vote was unanimous.

 

     Council Member Echols moved to approve the minutes of the previous meeting. Motion was seconded by Council Member Steed and all votes were unanimous.

 

     There were no informational items.

 

     Under committee reports, Council Members Echols and Steed did not report.

 

     Council Member Thompson reported that a quote for the grinding or removal of eleven (11) stumps in the City of Ashland had been received from PapPaws Stump Grinding in the amount of $915.00.  This quote was approved by the Council.

 

     Council Member Thompson also reported that the Maintenance Department was in need of a 6' trailer.  It was agreed upon that one be purchased if the amount is under the limited amount.

 

     Council Member Thompson also asked that the amphitheater be removed from the Northside Park.

 

     City Clerk Foster did not report.

     Police Chief Mathews reported that he had received a resignation from Teresa Williams as Police Dispatcher/Supervisor effective May 25, 2006.  At this time, Mayor Turner asked that a decision on accepting this resignation be tabled until the next regularly scheduled meeting.

 

     Fire Chief Mitchell did not report.

 

     Maintenance Supervisor Hanners did not report.

 

     Code Enforcement Officer Raughton reported that ARCO who was the low bidder of the steel building that was to be purchased for the Maintenance Department had withdrawn their bid.  Mr. Raughton asked permission to speak with the second lowest bidder and negotiate a price.  Council Member Steed made a motion granting permission to Terry Raughton to speak with the second lowest bidder concerning the purchase and installation of a steel building and to negotiate the price.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     Council Member Thompson moved to approve the bills received since the last meeting in the amount of $11184.69.  Council Member Steed seconded the motion and all votes were unanimous.

 

     Council Member Thompson made a motion to hire Gerald Weems and Garey Reynolds as temporary summer maintenance employees with starting rates the same as the previous year.  This motion was seconded by Council Member Steed and all votes were unanimous.

 

     There was no old business to discuss.

 

     At this time, Council Member Thompson made a motion to go into Executive Session to discuss the good name and character of city employee Teresa Williams.  An approximate time of 5:50 P.M. was set to reconvene.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     Council Member Thompson moved to reconvene the regular council session.  This motion was seconded by Council Member Steed and all votes were unanimous.

 

     There being no further business to discuss, Council Member Thompson moved to adjourn.  Motion was seconded by Council Member Echols and all votes were unanimous.
