REGULAR MEETING
ASHLAND CITY COUNCIL
MAY 7, 2007
The Ashland City Council met for a regular meeting on May 7, 2007 at 5:00 P.M. in the Ashland City Hall Auditorium with Mayor Terry Turner presiding. Council Members present were Zeola D. Echols, Bobbie J. Steed, Rebecca G. Boddie and Mike Beale. Also present was City Clerk Charles E. Foster, Asst. City Clerk Donna J. Bennett, Police Chief Benny Davis, Maintenance Supervisor Randy Hanners, Code Enforcement Officer Terry Raughton, Sadie Stephens, Delois Simmons, Lester Robinson and Austin Luker and Ashley Romo of the Clay Times-Journal.
Council Member Gail Thompson and Fire Chief Randy Mitchell were absent.
Mayor Turner called the meeting to order and Council Member Boddie gave the invocation.
Council Member Boddie moved to approve the agenda with the following additions. Under New Business, Item No. 7 - Hiring of maintenance laborer, Item No. 8 - Approval of funding to the Clay County Chamber of Commerce and Item No. 9 - Hiring of Youth Baseball/Football Coordinator. This motion was seconded by Council Member Beale and all votes were unanimous.
Council Member Echols moved to approve the minutes of the previous planning meeting. Seconded by Council Member Steed and all votes were unanimous.
Council Member Boddie moved to approve the minutes of the previous meeting. Seconded by Council Member Echols and all votes were unanimous.
Under committee reports, Council Members Echols did not report.
Council Member Steed asked that permission be given to Terry Raughton to get prices for an awning at the loading dock at the Wynn Building for the new addition of the Senior Center. Permission was given and Mr. Raughton will report back to the Council before purchase.
Council Member Boddie did not report.
Council Member Beale asked that signs be placed on 2nd Avenue North for school bus stops.
City Clerk Foster and Code Enforcement Officer Raughton did not report.
Chief Davis reported that Justin Farr had begun training at the Police Academy on May 6.

Chief Davis informed everyone of the joint training exercise that would be held at Clay County High School on May 15.
Maintenance Supervisor Hanners reported that the street lights, previously approved for installation, had not been installed due to any contact with Alabama Power.
Supervisor Hanners also reported that the two dead trees in front of Sandcastle Academy had been removed.
Under new business, Council Member Boddie approved the bills received since the last meeting in the amount of $55895.19. Council Member Echols seconded the motion and all votes were unanimous.
Council Member Boddie made a motion approving Mark Nelson to serve as Ashland Municipal Court Prosecutor. This motion was seconded by Council Member Beale and all votes were unanimous.
Council Member Boddie made a motion to increase the pay rate of Code Enforcement Officer Terry Raughton to Range 14, Step 6. This motion was seconded by Council Members Echols and Beale and all votes were unanimous.
Council Member Boddie made a motion to declare a 1980 Chevrolet C60 truck, VIN C16DAAV144887 as surplus. This motion was seconded by Council Member Steed and all votes were unanimous.
Council Member Echols made a motion to declare a 1993 Ford Crown Victoria, VIN 2FACP71W9PX145981 as surplus. This motion was seconded by Council Member Beale and all votes were unanimous.
Council Member Beale made a motion to declare a 1996 Ford Crown Victoria VIN 2FALP71W9TX142511 as surplus. This motion was seconded by Council Member Echols and all votes were unanimous.
Council Member Boddie made a motion to hire Rickey D. Smith as maintenance laborer with a salary of Range 9, Step 1 with employment to begin after a notice with his present employer. This motion was seconded by Council Member Echols and all votes were unanimous.
Council Member Beale made a motion approving the release of the annual appropriation for the Clay County Chamber of Commerce. This motion was seconded by Council Member Boddie and all votes were unanimous.

Council Member Echols made a motion to hire Charles R. (Chuck) Freeman as Youth Baseball/Football Coordinator to replace Richie Farrow who resigned effective the end of baseball season. This motion was seconded by Council Member Boddie and all votes were unanimous. Council Member Echols will contact Mr. Freeman concerning his start date.
Council Member Boddie made a motion to adopt a Proclamation proclaiming the month of May 2007 as Older Americans Month in the City of Ashland. This motion was seconded by Council Member Echols and all votes were unanimous.
Council Member Beale made a motion to adopt a Resolution to convert unused sick leave to retirement service credit. This motion was seconded by Council Member Echols and all votes were unanimous.
Council Member Boddie made a motion to adopt a Proclamation proclaiming that May 12, 2007 be Leland D. Steed Day in the City of Ashland. This motion was seconded by Council Member Echols and all votes were unanimous.
There being no further business, Council Member Boddie moved to adjourn. Motion was seconded by Council Member Beale and all votes were unanimous.
