REGULAR MEETING

ASHLAND CITY COUNCIL

 

MAY 1, 2006

 

 

     The Ashland City Council met for a regular meeting on May 1, 2006 at 5:00 P.M. in the Ashland City Hall Auditorium with Mayor Terry Turner presiding.  Council Members present were Zeola D. Echols, Bobbie J. Steed, Gail E. Thompson, Rebecca G. Boddie and Mike Beale. Also present were Court Clerk Meredith Holcombe, Asst. Police Chief Chris Mathews, Officer Tony Knight, Code Enforcement Office Terry Raughton, Maintenance Supervisor Randy Hanners, Officer Jason Gentry, Stan Gaither and Cindy Wilson of the Ashland Housing Authority, Kim Medley of the Clay Times-Journal, Polly Gordon, Shirley Osborne and Irving Thompson.

 

     Asst. City Clerk Donna J. Bennett was absent due to illness.  City Clerk Charles E. Foster and Fire Chief Randy Mitchell was not in attendance.

 

     Mayor Turner called the meeting to order.

 

     Council Member Steed gave the invocation.

 

     Council Member Thompson moved to approve the agenda. This motion was seconded by Council Member Boddie and all votes were unanimous.

 

     Council Member Boddie moved to approve the minutes of the previous meeting.  Motion was seconded by Council Member Thompson and all votes were unanimous.

 

     Council Member Echols moved to approve the minutes from the planning session held on April 24, 2006.  This motion was seconded by Council Member Thompson and all votes were unanimous.

 

     Under informational items, Council Member Gail Thompson presented employees of the Ashland Housing Authority with certificates of appreciation from the residents of Ashland Heights.

 

     Council Member Beale made a motion to submit a grant to HUD for the purchase of industrial park property.  This motion was seconded by Council Member Boddie and all votes were unanimous. 

 

     Under committee reports, Council Member Echols reported that Jomarlan Ford would be attending school this summer and would not be needing a temporary job.

 

     Council Member Steed reported that the Maintenance Department had cleaned up in Westside and unfortunately there was already more trash.  Maintenance Supervisor Hanners stated that they would pick up the remainder of the debris.

     Council Member Thompson thanked the Maintenance Department for all of the work that they have done around the courthouse.

 

     Council Member Boddie and Beale added their appreciation to the Maintenance Department.

 

     Police Chief Mathews did not report.

 

     Maintenance Supervisor Hanners did not report.

 

     Code Enforcement Officer Raughton did not report.

 

      Under new business, Council Member Boddie moved to approve the bills received since the last meeting in the amount of $53,165.58.  Council Member Thompson seconded the motion and all votes were unanimous.

 

     Council Member Boddie made a motion to hire Billy Lackey as contract labor with the Street Department at $8.00 per hour temporarily until Billy Ballard is able to return to work.  Council Member Echols seconded the motion and all votes were unanimous.

 

     Council Member Boddie made a motion to adopt the Jacksonville State University Compensation Plan.  This motion was seconded by Council Member Thompson and all votes were unanimous.

 

     Council Member Boddie made a motion to purchase the 60 X 100 steel building from ARCO Building Systems, who was the low bidder at $42,990.00.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     Council Member Thompson made a motion proclaiming May 2006 as Older Americans Month in the City of Ashland.  This motion was seconded by Council Member Boddie and all votes were unanimous.

 

     There being no further business, Council Member Thompson moved to adjourn.  Motion was seconded by Council Member Beale and all votes were unanimous.
