REGULAR MEETING

ASHLAND CITY COUNCIL

 

APRIL 17, 2006

 

 

     The Ashland City Council met for a regular meeting on April 17, 2006 at 5:00 P.M. in the Ashland City Hall Auditorium with Mayor Terry Turner presiding.  Council Members present were Zeola D. Echols, Bobbie J. Steed, Gail E. Thompson, Rebecca G. Boddie and Mike Beale. Also present were City Clerk Charles E. Foster, Assistant City Clerk Donna J. Bennett, Asst. Police Chief Chris Mathews, Officer Tony Knight, Code Enforcement Office Terry Raughton, Fire Chief Randy Mitchell, Maintenance Supervisor Randy Hanners, Officer David Martin, Officer Benny Davis, Officer Chris Smith, Officer Jason Gentry, Dispatcher Supervisor Teresa Williams, Kathy Davis, Jean Taylor of Clay County DHR and Kim Medley of the Clay Times-Journal.

 

     Mayor Turner called the meeting to order and gave the invocation.

 

      After much discussion, Council Member Thompson moved to approve the agenda. This motion was seconded by Council Member Boddie and all votes were unanimous.

 

     It was decided that a planning session be scheduled for Monday, April 24, 2006 at 4:00 P.M. to discuss the possibility of employee salary increases.  It was asked by Council Member Beale that it be placed on the agenda for May 1 to approve a salary increase for city employees.

 

     Council Member Boddie moved to approve the minutes of the previous meeting.   Seconded by Council Member Echols and all votes were unanimous.

 

     Under informational items, Jean Taylor of Clay County DHR requested that April be proclaimed as Child Abuse Prevention Month in the City of Ashland.  This was put in the form of a motion by Council Member Boddie to adopt this proclamation with a second by Council Member Beale and all votes were unanimous.

 

     Under committee reports, Council Member Echols reported that she had spoken with Jomarlan Ford concerning temporary work this summer.  Ms. Echols stated that Mr. Ford would be available after May 8.  After discussion, it was decided to make a decision on temporary summer help at the May 1 council meeting.

 

     Council Member Steed did not report.

 

     Council Member Thompson did not report.

 

     Council Member Boddie did not report.

     Council Member Beale asked on behalf of the Fire Department that the 1992 Chevrolet that has been used by the Fire Chief be declared as surplus.  At this time, Council Member Thompson made a motion to declare a 1992 Chevrolet Caprice, VIN 1G1BL537XNR113603 as surplus.  This motion was seconded by Council Member Beale and all votes were unanimous.

 

     Council Member Beale also requested that the pump and tank that were previously removed from the Fire Department’s brush truck, which was declared as surplus, be declared as surplus property.  Council Member Thompson made a motion to declare this above-mentioned equipment as surplus property.  This motion was seconded by Council Member Beale and all votes were unanimous.

 

     It was discussed that these items may be donated to another entity at a later date.

 

     Council Member Beale reported on the amount offered as settlement from the insurance company for the1999 Ford Crown Victoria police car that was damaged during an accident as $5214.60.  A motion was made by Council Member Beale to accept the insurance settlement for payment from the insurance company.  This motion was seconded by Council Member Thompson and all votes were unanimous.

 

     Council Member Beale reported that Police Chief Mathews had located a rebuilt 2004 Ford Crown Victoria VIN 2FAFP71W54X129351 for $8500.00 at Pettus Paint & Body to replace the above-mentioned wrecked vehicle.  Council Member Beale then made a motion to purchase this vehicle.  A second was made by Council Member

Thompson and all votes were unanimous.

 

     Police Chief Mathews did not report.

 

     Fire Chief Mitchell asked permission to purchase two(2) walkie talkies at a cost of $500.00 each and one(1) ram fan model GF165PPVFAN w/Honda engine at a cost of $1270.00 for a total of $2270.00 using the department’s tax fund.  Council Member Thompson made a motion to make the above purchases with a second from Council Member Beale and all votes were unanimous.

 

     Chief Mitchell also reported that the 2001 Fire Truck needed repairs.  He stated that someone was coming from Georgia to do the repairs.

 

     Maintenance Supervisor Hanners reported that Billy Ballard had served his six(6) month probation and asked that he be made a permanent employee.  Council Member Boddie made a motion to make Billy Ballard a permanent city employee.  This motion was seconded by Council Member Thompson and all votes were unanimous.

 

     Supervisor Hanners stated that repairs were needed on the 1994 Chevrolet pickup in the amount of approximately $1950.00.  Council Member Boddie made a motion authorizing the above needed repairs.  This motion was seconded by Council Member Beale and all votes were unanimous.

     Code Enforcement Officer Raughton reported that everything was going well in his department.

 

     City Clerk Foster reported on the financial status of the city for the first six(6) months of 2005 versus the first six(6) months of 2006.

 

     Under new business, Council Member Thompson moved to approve the bills received since the last meeting in the amount of $15711.30.  Council Member Boddie seconded the motion and all votes were unanimous.

 

     Upon the recommendation of Chief Mathews, Council Member Beale made a motion to hire Andrea Smith as night shift dispatcher for the police department.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     Council Member Beale made a motion to set the salary for the new dispatcher at $8.00 per hour.  This motion was seconded by Council Member Steed and all votes were unanimous.

 

     Council Member Thompson made a motion to proclaim the month of April 2006 as Sexual Assault Awareness Month in the City of Ashland.  This motion was seconded by Council Member Boddie and all votes were unanimous.

 

     There being no further business, Council Member Thompson moved to adjourn.  Motion was seconded by Council Member Beale
