REGULAR MEETING
ASHLAND CITY COUNCIL
FEBRUARY 20, 2006
The Ashland City Council met for a regular meeting on February 20, 2006 at 5:00 P.M. in the Ashland City Hall Auditorium with Mayor Pro-Tem Bobbie J. Steed. Council Members present were Zeola D. Echols, Gail E. Thompson, Rebecca G. Boddie and Mike Beale. Also present were City Clerk Charles E. Foster, Assistant City Clerk Donna J. Bennett, Police Chief Derrick Forbes, Asst. Police Chief Chris Mathews, Officer David Martin, Officer Jason Gentry, Officer Chris Smith, Code Enforcement Office Terry Raughton, Kim Medley of the Clay Times-Journal and Merry Martin.
Mayor Terry Turner was absent due to illness. Fire Chief Randy Mitchell was absent.
Mayor Pro-Tem Steed called the meeting to order and gave the invocation.
Council Member Boddie moved to approve the agenda with the following additions. Under new business, Item No. 4 - Approval of Youth Baseball Coordinator and Item No. 5 - Declaration of surplus property. This motion was seconded by Council Member Thompson and all votes were unanimous.
Council Member Thompson moved to approve the minutes of the previous meeting. Seconded by Council Member Boddie and all votes were unanimous.
There were no informational items to bring before the council.
Under committee reports, Council Member Echols did not report.
Mayor Pro-Tem Steed did not report.
Council Member Thompson did not report.
Council Member Boddie did not report.
Council Member Beale reported that he along with members of the Fire Department had met with a representative of the ISO. At this time it was reported that due to ISO regulations, the department did not need to purchase an additional truck. It was stated that in the future, if several businesses grew or were built that an additional truck may be needed. Other needs of the department are better record keeping and testing. It was also reported that additional equipment was needed for the current fire trucks. Council Member Beale stated that he would be checking with different vendors on the costs of this equipment.
Council Member Beale went on to report that the ambulance discussed at a previous meeting had been outfitted and would be serving as a service and ladder truck.

Council Member Beale stated that he was still considering the increase in salaries for the police department and would like to have a working session before the next council meeting.
City Clerk Foster did not report.
Police Chief Forbes asked permission to purchase two tasers with accessories with the remainder of his departments donated funds. After discussion, Council Member Beale made a motion allowing Chief Forbes to purchase two tasers, and holsters, etc. with the amount not to exceed $2000.00. This motion was seconded by Council Member Thompson and all votes were unanimous.
Maintenance Supervisor Hanners did not report.
Code Enforcement Officer Raughton did not report.
Under new business, Council Member Boddie moved to approve the bills received since the last meeting in the amount of $13206.97. Council Member Thompson seconded the motion and all votes were unanimous.
Council Member Boddie made a motion to accept the donation of the following two vehicles from the Ashland Housing Authority. One 1992 Ford F250 4X2C, VIN 1FTHF25H3NNA23794 and one 1994 Ford F250, VIN 1FTHF25H3RLB56427. This motion was seconded by Council Member Echols and all votes were unanimous
Council Member Beale made a motion approving a Service Contract with L.P. Campbell Company in the amount of $7500.00 and will be for the period of March 1, 2006 through February 28, 2007. This motion was seconded by Council Member Thompson and all votes were unanimous.
Council Member Thompson made a motion to reappoint Richard Farrow as Youth Baseball/Football Coordinator for 2006. Compensation will be $5000.00 for baseball and $2500.00 for football. This motion was seconded by Council Members Echols and Beale and all votes were unanimous.
Council Member Beale made a motion declaring three city vehicles as surplus. There are as follows. One 1992 Ford F250 4X2C, VIN 1FTHF25H3NNA23794, one 1994 Ford F250, VIN 1FTHF25H3RLB56427 and one 1991 GMC Pickup, VIN 1GDGC24K8ME546384. This motion was seconded by Council Member Boddie and all votes were unanimous.

Under old business, Code Enforcement Officer Raughton reported on the meeting with the Animal Rescue Foundation in Sylacauga that he and Mayor Turner attended. Mr. Raughton reported that if the Leash Law Ordinance is passed the City of Ashland will have five days to keep animals impounded. If the animals are not claimed, they will then be transported to Sylacauga at a cost of $7.00 each. This amount will be in addition to a $100.00 per month contract fee with the Foundation. The Foundation will house them and try to adopt them out, if not they will be euthanized. Mr. Raughton also distributed drawings for a holding facility for the animals. After discussion, Council Member Beale made a motion to hold a Public Hearing on the Leash Law Ordinance on March 20th at 4:00 P.M. Notices will be posted and copies of the Ordinance can be obtained at City Hall. This motion was seconded by Council Member Boddie and all votes were unanimous.
There being no further business to discuss, Council Member Thompson made a motion to adjourn. Motion was seconded by Council Member Boddie and all votes were unanimous.
