REGULAR MEETING

ASHLAND CITY COUNCIL

 

FEBRUARY 19, 2007

 

 

     The Ashland City Council met for a regular meeting on February 19, 2007 at 5:00 P.M. in the Ashland City Hall Auditorium with Mayor Pro-Tem Bobbie J. Steed presiding. Council Members present were Zeola D. Echols, Gail E. Thompson and Mike Beale. Also present was City Clerk Charles E. Foster, Asst. City Clerk Donna J. Bennett, Police Chief Benny Davis, Maintenance Supervisor Randy Hanners, Code Enforcement Officer Terry Raughton and Austin Luker of the Clay Times Journal.  Attendance roster attached.

 

     Mayor Terry Turner, Council Member Rebecca G. Boddie and Fire Chief Randy Mitchell were absent.

 

     Mayor Pro-Tem Steed called the meeting to order and Council Member Echols gave the invocation. 

 

     Council Member Thompson moved to approve the agenda with the following addition. Under New Business, Item No. 5 - Replacement of outside doors at the Wynn Building was added. This motion was seconded by Council Member Echols and all votes were unanimous.

 

     Council Member Thompson made a motion approving the minutes of the Bid Opening for the Senior Center held on January 16, 2007.  This motion was seconded by Council Member Beale and all votes were unanimous.

 

     Council Member Echols made a motion to approve the Planning Meeting held on February 5th.  This motion was seconded by Council Member Thompson and all votes were unanimous.

 

     Council Member Beale moved to approve the minutes of the previous meeting.  Seconded by Council Member Thompson and all votes were unanimous.

 

     Under Informational Items, it was announced that a Preconstruction Conference for CDBG Program SM-CE-PF-05-025 (Senior Center Project) would be held on Wednesday, February 21, 2007 @ 10:00 A.M. at City Hall.

 

     Council Members Echols, Steed and Thompson did not report.

 

     Council Member Beale spoke on possible grants that may be obtained through Senator Richard Shelby’s office.

     City Clerk Foster asked that the City Council consider adopting the Policy and Procedure Manual that was written by JSU.  It had been discussed previously but not adopted.  Copies of the manual will be distributed to the Mayor and Council Members before the next scheduled meeting.

 

     Police Chief Davis reported that two (2) training classes have been scheduled for officers throughout the county.  The Ashland Police Department will host these classes.  This will allow all officers to earn their CEU’s.

 

     Maintenance Supervisor Hanners asked that the Council consider the purchase of a dump truck for his department.  The truck that is currently in use needs several repairs.  Permission was given to repair the truck and possibilities were looked at concerning a purchase.

 

     Code Enforcement Officer Raughton did not report.

 

     Under new business, Council Member Thompson moved to approve the bills received since the last meeting in the amount of $8364.10.  Council Member Echols seconded the motion and all votes were unanimous.

 

     Council Member Thompson made a motion to consider a one step raise for employees after completion of six months probationary period after receiving full time status.  Council Member Beale seconded this motion and all votes were unanimous.

 

     Council Member Thompson made a motion to give a one step raise incentive for nighttime dispatchers with the Police Department.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     Council Member Thompson made a motion allowing Snow Glass Co., Inc. to   replace two (2) sets of outside doors at the Wynn Building at a cost of $5613.00.  This motion was seconded by Council Member Beale and all votes were unanimous.

 

     Council Member Beale made a motion to approve a Resolution honoring Mr. Thearl Craven on his retirement.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     There being no further business, Council Member Thompson moved to adjourn.  Motion was seconded by Council Member Echols and all votes were unanimous.
