REGULAR MEETING

ASHLAND CITY COUNCIL

 

JANUARY 16, 2007

 

 

     The Ashland City Council met for a regular meeting on January 16, 2007 at 5:00 P.M. in the Ashland City Hall Auditorium with Mayor Terry Turner presiding. Council Members present were Zeola D. Echols, Bobbie J. Steed, Gail E. Thompson, Rebecca G. Boddie and Mike Beale. Also present was City Clerk Charles E. Foster, Asst. City Clerk Donna J. Bennett, Police Chief Benny Davis, Code Enforcement Officer Terry Raughton, Lester Robinson, Angela Robinson, Leland Steed and Austin Luker of the Clay Times Journal.  Attendance roster attached.

 

     Maintenance Supervisor Randy Hanners and Fire Chief Randy Mitchell were absent.

 

     Mayor Turner called the meeting to order and Council Member Thompson gave the invocation. 

 

     Council Member Thompson moved to approve the agenda with the following additions. Under New Business, Item No. 3 - Demolition of old pavilion and bathrooms at the Northside Park and Item No. 4. - Purchase of Fire Department equipment and under Information Items, Item No. 2 Discussion of pictures of former Mayors.  This motion was seconded by Council Member Boddie and all votes were unanimous.

 

     Council Member Thompson made a motion to approve the Public Hearing for Nuisance Ordinance Abatement held on January 2nd.  This motion was seconded by Council Member Boddie and all votes were unanimous.

 

     Council Member Beale made a motion to approve the Planning Meeting held on January 2nd.  This motion was seconded by Council Member Boddie and all votes were unanimous.

 

     Council Member Thompson moved to approve the minutes of the previous meeting.  Seconded by Council Members Echols and Boddie and all votes were unanimous.

 

     Under informational items, it was announced that Senator Richard Shelby will be in Clay County on January 27th at 10:00 A.M. at Ms. Anita’s Restaurant.

 

     Council Member Boddie stated that she would like to see photos of former Mayors framed and displayed at City Hall.

 

     Under committee reports, Council Members Echols, Steed, Thompson, Boddie and Beale did not report.

 

    City Clerk Foster, Police Chief Davis and Code Enforcement Officer Raughton did not report.

     Under new business, Council Member Boddie moved to approve the bills received since the last meeting in the amount of $14658.82.  Council Member Echols seconded the motion and all votes were unanimous.

 

     Upon the recommendation of Chief Davis, Council Member Beale made a motion to make Mashema Brown a permanent employee due to the completion of her six (6) month probationary period.  This motion was seconded by Council Member Echols and all votes were unanimous.

 

     Council Member Thompson made a motion to demolish the old pavilion and bathrooms at the Northside Park.  This motion was seconded by Council Member Boddie and all votes were unanimous.

 

     Council Member Beale made a motion to allow the Fire Department to purchase needed equipment for the department to upgrade per ISO recommendations using the department’s tax fund account.  Needed items that exceed $7500.00 will be bid.  This motion was seconded by Council Member Echols and all votes were unanimous. 

 

     It was noted that the 1972 fire truck had been repaired.

 

     Under old business, Council Member Boddie asked about the status of moving the Court Referral Classes from the Library to the Wynn Building.

 

     Council Member Beale made a motion approving a Resolution to abate nuisance property located on Alabama Highway 9 North in Ashland and owned by Debra Jones Fultz and John Richard Jones.  This motion was seconded by Council Members Echols and Boddie and all votes were unanimous.

 

     There being no further business, Council Member Beale moved to adjourn.  Motion was seconded by Council Member Boddie and all votes were unanimous.
